# OneSignal Segments will contain users instead of Subscriptions (user-based segmentation)

User-based segmentation is not available yet; OneSignal published its documentation early. When it is enabled for an app, every existing segment is converted automatically: a segment contains users, each matching user brings all of their Subscriptions, and counts show users. Messages sent to segments that filter on Device Type or App Version can reach more devices; Subscription filters to narrow delivery arrive in the dashboard first, with API support to follow.
